Maximize Employment Under VBGI RAMG: Minister Eshwar Khandre Directs Officials

Amidst prevailing drought conditions and delayed rainfall across the state, Rural Development and Panchayat Raj Minister Eshwar B. Khandre has issued firm directives to scale up employment generation under the newly evolved rural livelihood framework, VBGI RAMG. The minister has instructed the department's principal secretary to ensure that every eligible rural household receives guaranteed work, setting an ambitious target of creating 5 million person-days daily across Karnataka.

The state government has rolled out VBGI RAMG—a restructured and modernized successor to traditional wage employment programs—despite underlying financial constraints. This initiative has been prioritized specifically to protect the interests of marginalized communities, daily wage earners, and vulnerable populations during climate-induced agricultural distress. To operationalize this vision seamlessly, the department has been ordered to immediately distribute standardized operating procedures (SOPs), administrative frameworks, and technical guidelines to every Gram Panchayat. The overarching mandate emphasizes not just temporary relief employment, but the creation of durable, high-quality community and individual assets that fortify rural infrastructure against future climate shocks.

Clearing Implementation Hurdles and Administrative Confusion

Recent ground reports from various districts indicated that some Panchayat Development Officers (PDOs) expressed minor operational ambiguities regarding the execution of VBGI RAMG, citing a lack of clarity on structural workflows. Addressing these localized concerns head-on, Minister Khandre directed officials to disseminate comprehensive implementation manuals before the end of the week.

These manuals must clearly outline standard operating procedures, technical and administrative blueprints, model estimates, work descriptions, and strict expenditure limits. Furthermore, authorities must enforce the mandatory 60:40 wage-to-material expenditure ratio, streamline the Yuktadhara portal integration, and clarify accountability matrices along with structural master action plans.

While reviewing administrative preparedness during a high-level conference chaired by the Chief Secretary with Chief Executive Officers (CEOs) of all Zilla Panchayats, the minister noted that while no systemic bottlenecks were officially reported at the top tier, grassroots execution required absolute clarity. Khandre stressed that if rural laborers, small farmers, women, specially-abled citizens, and historically marginalized communities fail to secure timely employment during a period marked by monsoon deficits and agricultural failure, the foundational objective of the welfare initiative would be entirely defeated.

Comprehensive Outreach and Door-to-Door Public Awareness Campaigns

To bridge the gap between policy design and ground-level execution, the Rural Development Department has been ordered to distribute detailed guides covering all 318 approved works under the VBGI RAMG framework. This includes comprehensive design models, standard specifications, technical notes, and schedule of rates (SoR) data to all implementation officers by the weekend.

Moving away from passive administrative announcements, the minister placed significant emphasis on Interpersonal Communication (IPC) strategies. Authorities have been instructed to execute aggressive door-to-door public awareness campaigns across rural Karnataka. Ground-level functionaries must educate villagers about the extensive scope of both individual-beneficiary and community-level works available under the revised scheme.

By scaling up local mobilization and maximizing outreach, the state aims to systematically unlock a monthly threshold of at least 1.5 crore person-days. The ultimate objective is twofold: to provide an immediate economic cushion to families struggling with seasonal crop failures, and to systematically build sustainable, climate-resilient rural assets that empower local economies for years to come.
