Operation Jointly Carried Out By The Officials of PoE Bengaluru and Uttar Kannada Police

Karwar: In a decisive crackdown on unauthorized overseas recruitment, the Protector of Emigrants (PoE), Bengaluru, in collaboration with the Uttar Kannada Police, conducted a raid on Travel Touch Tours & Travels (Ryan Group) near Sharavati Circle, Honnavar, Uttar Kannada. The agency was found to be operating illegally, violating the Emigration Act, 1983, by engaging in unlicensed recruitment for overseas employment.
The operation, led by Shri Avaneesh Shukla, PoE Bengaluru, resulted in the seizure of critical documents, registers, and other materials pertinent to the investigation. A formal case has been registered at Honnavar Police Station, marking a continuation of PoE Bengaluru’s enforcement efforts against illegal recruitment agencies.
Investigations revealed that Travel Touch Tours & Travels had been collecting substantial sums, often amounting to several lakhs of rupees, from individuals under the false promise of securing jobs in countries such as Israel and Gulf nations. Despite receiving a notice on September 9, 2025, to cease operations, the agency persisted in its illegal activities, actively promoting its services through social media platforms like Facebook and Instagram.
Shri Avaneesh Shukla emphasized that under Section 10 of the Emigration Act, 1983, no individual or organization may conduct overseas recruitment without a valid Registration Certificate from the Ministry of External Affairs (MEA). Violations are punishable under Sections 24 and 25, with penalties including up to two years of imprisonment and a fine of ₹2,000. Repeat offenders face doubled penalties.

Warning to Unlicensed Recruiters

Such activities must cease immediately, or strict legal action will be taken under the Emigration Act.
