The death by suicide of a young woman in Karwar taluk of Uttara Kannada district has led to allegations of harassment and demands for a comprehensive and impartial investigation, even as police authorities say the matter is under examination.
The deceased, identified as Rishel D'Souza, a resident of Kadra village, died by suicide earlier this week. Following the incident, her family has alleged that she was subjected to sustained harassment by a person known to her, which they claim contributed to her decision to take the extreme step.
Rishel’s mother, Reena D'Souza, has submitted a written representation to Karnataka Chief Minister Siddaramaiah, seeking his intervention in the case. In the letter, she alleged that her daughter was harassed both mentally and emotionally and named Chirag Kotharkar, son of a local leader associated with the Janata Dal (Secular), in connection with these allegations. The family has demanded strict legal action in accordance with law.

According to the family, a complaint has also been submitted to the local police, requesting that the allegations be investigated thoroughly and without delay. They have urged authorities to ensure that the inquiry is conducted impartially, given the alleged political background of the individual named in the complaint.
Representatives of the local Christian community and members of the Catholic diocese have expressed concern over what they describe as a slow pace of investigation. Addressing a press conference in Karwar, community leaders claimed that no arrest had been made several days after the incident and alleged that this delay had raised apprehensions among the family and community members.
The speakers further alleged that political influence may be affecting the investigation, a charge that has not been officially confirmed by the police. They also claimed that certain digital messages, purportedly exchanged between the deceased and the accused prior to her death, indicate emotional distress. However, police sources have stated that electronic evidence, if any, will be examined as part of the investigation in accordance with legal procedure.
Community representatives also called for clarity regarding the post-mortem examination, stating that the findings would be crucial in establishing the circumstances surrounding the death. They urged senior police officials to personally monitor the case to ensure transparency and public confidence.
Police officials, meanwhile, have stated that the case is under active investigation and that all allegations will be examined based on evidence. They have maintained that appropriate legal steps will be taken once the inquiry reaches its preliminary conclusions.
The incident has sparked wider discussions in Karwar and surrounding areas regarding women’s safety, mental health, and the need for timely institutional responses in sensitive cases. As the investigation continues, the family of the deceased and community members have reiterated their demand for a fair, unbiased, and time-bound probe.
The Chief Minister’s Office has not yet issued an official statement on the letter submitted by the victim’s mother.
